<p style="text-align:justify;">Leadership begins with a vision, a clear picture of what an organization can become-with goals to achieve and plans for the future.</p>
<p style="text-align:justify;">                Vision underlies and underpins all leadership. Leadership begins when a vision emerges. The writer of the book of Proverbs says, “When there is no vision, the people perish.” (Proverbs 29:18).It means that when there is no vision, the people cast off restraints. People drift into a pointless, meaningless, listless existence if there is captivating vision, if there are no goals, no plans for the future.</p>
<p style="text-align:justify;">                The four- classroom building is a shared vision of the leaders and people’s involvement and interaction. People who were involved in the construction of the four- classroom building in Don Alipio Fernandez, Sr. Integrated School are leaders who have vision-driven leadership. They have vision and mission to the pupils and students of Don Alipio Fernandez, Sr. Integrated School. They are described as “painters of the vision and architect of the journey. Their dream is to change the world…our school. And the world they want to change maybe the world in their organization, their nation or the planet earth. At long last, the four-classroom building was built and now it is used by the school children. This is the core of the leaders’ vision- a positive belief and conviction that life can and will be made better by taking a new path.</p>
<p style="text-align:justify;">                Last September 28, 2010 marked the Turn-over Ceremony at Don Alipio Fernandez, Sr. Integrated School. There were many visitors and leaders who came and attended the ceremony. When the visitors arrived, pupils and students, as well as the staff of the school welcomed them with warm and sweet smiles and by waving flaglets. Immediately, there was the cutting of ribbons in the newly constructed four-classroom building.</p>
<p style="text-align:justify;">                It was formally started through an invocation given by Mrs. Cherryl A. Laranang. It was followed by the singing of the National Anthem and Urdaneta Hymn which was conducted by Mrs. Anita C. Caoile. The welcome address was given by the strong and supportive leader of the school, Mrs. Geraldine C. Orbeta.</p>
<p style="text-align:justify;">                The very strong leaders of Urdaneta City, Honorable Jennylyn R. Sison, chairman on Committee on Education, and Honorable Onofre C. Gorospe, the Vice Mayor of Urdaneta City, gave their messages. Honorable Danilo “Danny” C. Uy, Board Member of the 5<sup>th</sup> District of Pangasinan , as well a member of the Welfare Committee, introduced the delegation from the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. One of the very significant parts of the ceremony was the message of the donor, Atty. Edward Chua Cham, who was represented by his son, Don Domingo Chua Cham, the Director of the Filipino-Chinese Chambers of Commerce and Industry, Inc. The main event which was the turning-over and the signing of the deed of donation by Domingo Chua Cham followed. It was very solemn and important part of the program. The very knowledgeable Schools Division Superintendent, Dr. Maria Celia Junio-Fernandez, and the very young and energetic city mayor of Urdaneta City, Honorable Amadeo Gregorio E. P IV, accepted and gave their messages. The ceremony was done through a closing remark by the Barangay Captain of inmaludpod, Honorable Eduardo B. Dizon, who was represented by Barangay Councilor Faustino Pagaduan.</p>
<p style="text-align:justify;">                This four-classroom building is truly a product of a shared vision. The involvement, interaction and mobilization of others are the key to making those dreams and visions significant realities.</p>

			<content:encoded><![CDATA[<p> As workers around the world lose their jobs due to the global economic<br />
meltdown, the government continues to intensify efforts to create jobs and<br />
employ people especially those displaced by the economic crunch. At the Department of Education Central Office, a total of 200 jobs have been opened since July 1 after President Gloria Macapagal-Arroyo instructed all<br />
members of the Cabinet to create emergency employment.</p>
<p>The government’s prioritized employment generation is called Comprehensive Livelihood and Employment Emergency Program (CLEEP). CLEEP was set into motion to protect the most vulnerable sectors from threats and consequences of reduced or lost income as a result of the global economic crisis. Specifically, it intends to hire workers for emergency employment and to fund and supervise livelihood projects. DepEd Secretary Jesli Lapus said the first batch of CLEEP beneficiaries started working last July 1. “Out of the 200 jobs committed by the department, 142 slots were already filled by the first batch,” he added. Furthermore, on August 3, 58 more CLEEP beneficiaries joined the department, filling the remaining slots. In the CLEEP Orientation for the first batch of new hires, DepEd Assistant Secretary Jonathan Malaya emphasized that DepEd is the largest government agency, which also has the largest responsibility because it gives frontline service – education – to the people,” Malaya said. Most of the CLEEP beneficiaries work as data encoders and clerks while some are nursing and dental aides, electricians, utility workers, carpenters/masons, auto mechanics, and drivers. The wage range from P7,000 for utility personnel to P9,000 for professionals/skilled workers.</p>
<p>CLEEP is based on Executive Order (EO) no. 783, Providing for Employment Interventions to Save and Create Jobs as Part of the Economic Resiliency Plan. Under the EO, all cabinet members are instructed to draw up emergency work programs and doable and fundable livelihood projects for the middle class, middle-low income class and the poorest of the poor. The DepEd new hires came from the ranks of displaced workers, out of school youths, and high school graduates. Some were hired from job fairs while some were walk in applicants. <p>“Education is not for a few or for some. It is for all.”</p>
<p>Thus, declared Education Secretary Jesli Lapus during the 5th Mindanao Educators Congress in Butuan City where he expressed confidence that DepEd can meet its target of making basic education accessible to all by 2015.</p>
<p>DepEd since 2006 has instituted many reforms that have contributed to the steady improvement of education indicators. “Still we have a lot of work to do, if we really want to achieve Education For All (EFA) goals in 2015.”</p>
<p>The EFA goals, particularly on Universal Primary Education, state that all children should have access to educational opportunities. “All means 100%. Anything less than 100% by 2015 constitutes a failure in reaching our EFA commitment,” he explained.</p>
<p>He stressed, “This is the real challenge of EFA: almost is not good enough.”</p>
<p>Lapus leads educators in beefing up its Basic Education Sector Reform Agenda (BESRA) to meet EFA goals. BESRA aims to systematically improve nationwide basic education outcomes. Its key component – School-Based Management &#8212; (SBM) empowers school heads to make localized decision based on their own unique needs. As part of SBM, school heads are required to come up with School Improvement Plan (SIP) that also includes creating linkages with the local government and the private sector for the improvement of their schools.</p>
<p>“Our success in implementing BESRA in the short term can translate to achieving our EFA commitments in the long term,” Lapus said.</p>
<p>By next year, the department aims to reach 94% participation rate for elementary and 72% for high school; a cohort survival rate of 81% for elementary and 90% for high school. <a href="http://www.deped.gov.ph/cpanel/uploads/issuanceImg/jul9-efa.pdf" target="_blank">Read more&#8230;&#8230;</a></p>

			<content:encoded><![CDATA[<p>In a special back-to-school press conference last Monday (June 01, 2009), Department of Education (DepEd) Secretary Jesli Lapus thanked all Balik Eskwela Convergence Partners for their participation in this year’s Oplan Balik Eskwela.</p>
<p>“Because of our excellent collaboration with our convergence partners, school opening yesterday went smoothly. The rains did not stop our school children from going back to schools safely,” Lapus said. Some 22 million elementary and high school students trooped back to public schools yesterday for the opening of classes.</p>
<p>The DepEd chief also thanked the parents for sending their children to school and for recognizing the value of their children’s education. “Parents should encourage their children to go to school, and the government has undertaken all efforts to ease their financial burden so that their children can get the education they need,” Lapus said.</p>
<p>“We have continuously instilled in our parents the importance of education. 			<content:encoded><![CDATA[<p>Children learn faster and easily develop life-long skills if they learn their first lessons in their mother tongue or primary language (L1). This is the reason behind the decision of the Department of Education to continue training teachers in mother tongue-based multilingual education this summer in time for the opening of classes in June. DepEd will provide teachers with clear understanding of the principles and practices as well as their roles and responsibilities in the implementation of Mother Tongue-Based Multilingual Education.</p>
<p>“Education that begins in the language of the learners has far more positive effects in our school children,” said Education Secretary Jesli Lapus. Studies show that children learn best when the primary education is in their first language or Mother Tongue, conversely, they learn very little when the Medium of Instruction (MOI) is a language they do not speak or understand. Further researches show that a child is most comfortable learning in his primary language and is able to conceptualize and think deeper. This is opposed to merely memorizing formula and codes which happens when he uses language he is not familiar with.</p>
