DepEd grants 200 jobs under CLEEP

 As workers around the world lose their jobs due to the global economic
meltdown, the government continues to intensify efforts to create jobs and
employ people especially those displaced by the economic crunch. At the Department of Education Central Office, a total of 200 jobs have been opened since July 1 after President Gloria Macapagal-Arroyo instructed all
members of the Cabinet to create emergency employment.

The government’s prioritized employment generation is called Comprehensive Livelihood and Employment Emergency Program (CLEEP). CLEEP was set into motion to protect the most vulnerable sectors from threats and consequences of reduced or lost income as a result of the global economic crisis. Specifically, it intends to hire workers for emergency employment and to fund and supervise livelihood projects. DepEd Secretary Jesli Lapus said the first batch of CLEEP beneficiaries started working last July 1. “Out of the 200 jobs committed by the department, 142 slots were already filled by the first batch,” he added. Furthermore, on August 3, 58 more CLEEP beneficiaries joined the department, filling the remaining slots. In the CLEEP Orientation for the first batch of new hires, DepEd Assistant Secretary Jonathan Malaya emphasized that DepEd is the largest government agency, which also has the largest responsibility because it gives frontline service – education – to the people,” Malaya said. Most of the CLEEP beneficiaries work as data encoders and clerks while some are nursing and dental aides, electricians, utility workers, carpenters/masons, auto mechanics, and drivers. The wage range from P7,000 for utility personnel to P9,000 for professionals/skilled workers.

CLEEP is based on Executive Order (EO) no. 783, Providing for Employment Interventions to Save and Create Jobs as Part of the Economic Resiliency Plan. Under the EO, all cabinet members are instructed to draw up emergency work programs and doable and fundable livelihood projects for the middle class, middle-low income class and the poorest of the poor. The DepEd new hires came from the ranks of displaced workers, out of school youths, and high school graduates. Some were hired from job fairs while some were walk in applicants. “Education is not for a few or for some. It is for all.”

Thus, declared Education Secretary Jesli Lapus during the 5th Mindanao Educators Congress in Butuan City where he expressed confidence that DepEd can meet its target of making basic education accessible to all by 2015.

DepEd since 2006 has instituted many reforms that have contributed to the steady improvement of education indicators. “Still we have a lot of work to do, if we really want to achieve Education For All (EFA) goals in 2015.”

The EFA goals, particularly on Universal Primary Education, state that all children should have access to educational opportunities. “All means 100%. Anything less than 100% by 2015 constitutes a failure in reaching our EFA commitment,” he explained.

He stressed, “This is the real challenge of EFA: almost is not good enough.”

Lapus leads educators in beefing up its Basic Education Sector Reform Agenda (BESRA) to meet EFA goals. BESRA aims to systematically improve nationwide basic education outcomes. Its key component – School-Based Management — (SBM) empowers school heads to make localized decision based on their own unique needs. As part of SBM, school heads are required to come up with School Improvement Plan (SIP) that also includes creating linkages with the local government and the private sector for the improvement of their schools.

“Our success in implementing BESRA in the short term can translate to achieving our EFA commitments in the long term,” Lapus said.

By next year, the department aims to reach 94% participation rate for elementary and 72% for high school; a cohort survival rate of 81% for elementary and 90% for high school. Read more……

DepEd: School Opening Went Smoothly

In a special back-to-school press conference last Monday (June 01, 2009), Department of Education (DepEd) Secretary Jesli Lapus thanked all Balik Eskwela Convergence Partners for their participation in this year’s Oplan Balik Eskwela.

“Because of our excellent collaboration with our convergence partners, school opening yesterday went smoothly. The rains did not stop our school children from going back to schools safely,” Lapus said. Some 22 million elementary and high school students trooped back to public schools yesterday for the opening of classes.

The DepEd chief also thanked the parents for sending their children to school and for recognizing the value of their children’s education. “Parents should encourage their children to go to school, and the government has undertaken all efforts to ease their financial burden so that their children can get the education they need,” Lapus said.

“We have continuously instilled in our parents the importance of education. And as we say Edukasyon ang Solusyon, we are indeed very happy that many parents responded to our call,” he added.   Read more …..





DepEd Trains Teachers on Mother Tongue-Based Education

Children learn faster and easily develop life-long skills if they learn their first lessons in their mother tongue or primary language (L1). This is the reason behind the decision of the Department of Education to continue training teachers in mother tongue-based multilingual education this summer in time for the opening of classes in June. DepEd will provide teachers with clear understanding of the principles and practices as well as their roles and responsibilities in the implementation of Mother Tongue-Based Multilingual Education.

“Education that begins in the language of the learners has far more positive effects in our school children,” said Education Secretary Jesli Lapus. Studies show that children learn best when the primary education is in their first language or Mother Tongue, conversely, they learn very little when the Medium of Instruction (MOI) is a language they do not speak or understand. Further researches show that a child is most comfortable learning in his primary language and is able to conceptualize and think deeper. This is opposed to merely memorizing formula and codes which happens when he uses language he is not familiar with.

Budding Scientists go to Science & Technology Camp

As part of its thrust to increase the pool of young Filipino scientists by giving them full exposure to science and technology pursuits, the Department of Education and the Department of Science and Technology welcome some 256 science high school students from across the country to a nine-day Science, Mathematics and Engineering (SME) camp. Education Secretary Jesli Lapus said the camp is expected to further spark the students’ interest in the sciences. “The academic camp which features highly interactive, laboratory-based activities was designed to suit the individual student’s area of interest in science, mathematics and engineering,” Lapus added. The camp slated on May 3-12, 2009 is organized by the Science Education Institute of the DOST (DOST-SEI), together with the DepEd’s Bureau of Secondary Education, in collaboration with the Philippine Science High School and selected research and development institutes and professional organizations. Lapus stressed, “This collaboration will have far-reaching effects on Philippine basic education as this will lead to the convergence of resources and expertise that will accelerate our march towards progress,” he said. A strong science and technology are the building blocks of a progressive economy. The academic camp is expected to nurture the talents of gifted students on such interests as Chemistry, Biology, Physics, Mathematics, Energy and Materials Engineering, Information and Communication Technology (ICT), Embedded Instrumentation Systems and Mobile Robotics. “Explore the many opportunities provided in this camp,” Lapus enthused. “Be willing to learn, relearn and unlearn…for growth and improvement. Ask questions. Seek answers. And be willing to share your wisdom.” The selected participants come from 23 science high schools in Metro Manila and from the nine Philippine Science High School Campuses nationwide who have demonstrated exceptional academic achievement and genuine interest in science, mathematics and engineering. Each school sent eight students and one adviser. The camp is being conducted at the different R & D Institutes such as the UP National Science Complex in UP Diliman, Ateneo De Manila, University of Sto. Tomas, De La Salle University and UP Los Baños from May 3 to 9, 2009. On May 10-12, 2009, participants will head out to Metro Subic Highlands in Morong, Bataan for field camps. Urdaneta Pro-Poor Program to Continue

URDANETA CITY, April 23 (PNA) — The city government will intensify its pro-poor programs here to benefit marginal families affected by the soaring prices of commodities. City Mayor Amadeo Perez Jr. said they will continue the milk program of the city government as a strategy to bring down the malnutrition rate among children zero to six years old. The program aims to provide milk to children of poor families until they gain weight, he said. The milk feeding program was started some years ago and will be intensified with more children from different barangays to be covered. “With milk and nutritious food for our children, we can eradicate malnutrition and hopefully abolish poverty,” Perez said. He said aside from the milk, children aged six years old and below need to be vaccinated to safeguard them from certain diseases. In line with vaccination, Perez said the city government will soon establish a second rural health unit that will exclusively take care of the sick from the western part of the city. At the same time, the city has increased by some 2,000 the number of families benefiting from the PhilHealth (Philippine Health Insurance Corporation) for the masses. Perez also asked parents of the children-beneficiaries to produce their own food by planting nutritious vegetables in their backyard, so they need not buy from the market anymore. “I would like to see families become self-sufficient by producing their own food so that they will no longer depend on the market for their food,” Perez said. Hi-tech, Higher level of Competition at 2009 Palarong Pambansa

The Palarong Pambansa – the country’s biggest sporting event — opens today April 26 to May 2, 2009, promising a higher level of competition and full use of technology in delivering real-time games results to the spectators.

Games venue is the refurbished Leyte Sports Development Center (LSDC) in Tacloban City. The results of the games can be watched in the website of the Department of Education with address at http://depedtfss.wikispaces.com. Some 15,000 athletes and school officials from 17 delegations representing public and private elementary and secondary schools all over the country will see action in the week-long sporting event. Education Secretary Jesli Lapus said there will be 17 events for the secondary level and 14 events for the primary level. The athletes competing in the Palaro emerged from the elimination round in regional athletics meets held months and weeks before the grand Palaro. Individual athlete and teams had to compete first at the school level then at the provincial level before reaching the regional elimination in a run-up to national level.

“Whatever is the latest in the international standards, we expect them to be applied in the Palaro. We will continue to raise the level of competition as well as the management of the Palaro because it is the international arena that we should focus on,” Lapus said. Lapus said that DepEd will once again make full use of ICT in ensuring that the public is updated on the results of the games. He said the department will make the necessary improvements from what was usedduring last year’s Palaro held in Puerto Princesa City in Palawan. Immediately after each event is played, the results can already be viewed on-line especially by those who cannot be at the venue. DepEd has an Information, Communication and Documentation group that will do wireless reporting on-line of the

game results. There will also be wide screen projection of the game results in strategic points in Tacloban City.

“We expect a much improved wireless reporting of every sporting event including the real time and on-line broadcast of events and results,” Lapus stressed.

Project Shelter:DepEd ‘open doors’ to teachers’ own homes

More public school teachers and non-teaching personnel can now have their

own homes at a cost that will not bust their pocket.

Education Secretary Jesli Lapus announces that teachers and other DepEd

personnel will now have access to socialized housing at P300.000 maximum.

Called Project Shelter, the Department of Education gets the project going in

partnership with Pag-IBIG Fund, the local government units (LGUs), and nongovernmental

DepEd gives Focus on Education in Rural Areas

Education Secretary Jesli Lapus called on educators in the Asia Pacific to look for creative approaches to bring education to different groups of marginalized learners especially in rural areas.

“The educational needs of children from isolated areas, remote and rural

communities and religious, linguistic and ethnic minorities require a different mindset and a new paradigm,” he added. 

“Our task is to design highly-responsive programs that give learners in more difficult circumstances the right to quality education while being sensitive to their economic, social, geographic and other personal circumstances, “Lapus said.

The DepEd chief sounded the call during the “Regional Conference on Multiple Approaches of Education for Rural Areas: Lesson from Good Practices” held in Cebu recently.  Read more …..





DepEd calls on schools to make graduations a simple celebration

 With the upcoming school graduations, the Department of Education (DepEd) reminds public school heads, teachers and other education stakeholders to keep the graduation rites a simple celebration. Education Secretary Jesli Lapus directed public schools not to collect any graduation fees or any kind of contribution for graduation rites. “We need to focus on ensuring quality education for all,” he said. In line with the government’s austerity program, DepEd issued DepEd Order No.15, s. 2009, which contained the department’s policy on conduct and collection of fees for the graduation rites. Although PTA/PTCAs may solicit voluntary contributions from their members for graduation ceremonies, teachers and school officials should not be involved in the collection of these contributions. Schools should not require extravagant special attire or extraordinary venue for the ceremonies, while contributions for the annual yearbook should only be on a voluntary basis. Read more ……





DepEd pump-primes economy by building schools

The Department of Education is doing its share in pump- priming the economy by earmarking some P3.1 billion this year to build schools, thus creating jobs and generating income under its 2009 School Building Program.

A total of 1,908 new classrooms, 6,322 new toilets, 2,513 repairs of existingclassrooms and 194 repairs of toilets are targeted for completion prior to school opening in June 2009.

“This is an important undertaking of the government that will benefit many sectors. It will fill the gap in classroom shortage and at the same time help pump up the economy by employing many people in the building and construction business. The budget has been allocated for the construction of school buildings in areas experiencing acute classroom shortage (Red and Black schools); construction and/or rehabilitation of school buildings and water and sanitation facilities. to be undertaken is the construction of school buildings in Southern Philippines under the Support to Philippine Education Reform (SPHERE) Projects.  Read more …..
